&pageText=The commander uses all the information present through the risk assessment to determine the overall risk assessment for the mission. He then selects the highest residual risk level and circles it. This level becomes the overall mission or task risk level. The responsibility for the decision on whether the controls are sufficient to accept the residual risk ultimately rests with the commander.&
